The Vice President (VP) of Programs has ultimate responsibility for all program operations, program planning, and program development at ESGW. Oversees programs and services in ESGW's territory including adult and community services, behavioral health, clinical, children's, and workforce development. Integral to this position is mentoring staff, program monitoring, regular communications, stakeholder/funding agency interaction, financial accountability, compliance, and quality assurance. Serves as a staff liaison to the Program and Services Committee of the Board as directed by the President/CEO.
Responsibilities and Essential Duties
Reviews departmental strategic plans, goals, and budgets. Makes recommendations to the VP, Fiscal and Program Operations/CFO, and program leadership staff on performance outcomes.
Seeks continuous improvement in program performance, effective use of financial, informational technology, and human resources departments to improve the effectiveness and efficiency of Programs.
Calls and presides at necessary meetings with program staff and the community to ensure adequate communication between staff, the opportunity to share ideas and concerns, coordination of efforts, and appropriate standardization of policies and procedures.
Assists program leadership staff to develop performance measurement tools. Reviews and provides input into action plans to correct programmatic issues that hinder the program from meeting contract measurements. Reviews and provides input into necessary reporting and evaluation systems. Recommends and guides reporting requirements for board, funding agencies, and community.
Delegates key staff and ensures effective relationships between ESGW and other groups such as state legislatures, public and private health, welfare and service agencies, media, funders are maintained.
Prepares agenda, presentations and coordinates activities for board and program committee meetings.
Annually assesses relevance of current programs and curricula to the community and client needs. Makes recommendations to VP, Fiscal and Program Operations/CFO and the President/CEO as necessary.
Works with program leadership to ensure appropriate accreditation and/or licenses for supervised programs (e.g., CARF, Vocational Rehabilitation, Medicaid, Medicare, OSHA, etc.). Works with leadership team and program staff to prepare for accreditation for all applicable ESGW programs.
Ensures programs have regular staff meetings and in-service training regarding safety issues, proper lifting, transfer techniques, therapy strategies, clinical practice issues, regulation and reimbursement issues, and other topics to enhance knowledge/abilities of program staff.
Ensures that program leadership gathers input from stakeholders and consumers about their services through advisory committees, satisfaction surveys, focus groups, and other mechanisms.
Works with staff to research and write grants or proposals to secure start-up, capital, and/or operational funding for new or expanding programs. Edits proposals as needed.
Participates in local, state, and national service networks and planning forums.
Facilities program strategic planning, trainings, and service line planning sessions.
Oversees operating and capital budgets in coordination with the AVPs and Directors over their respective areas, the AVP of Program Operations, and the VP, Fiscal and Program Operations/CFO. Utilizes staff input, analysis of historical data, projections of future needs, and forecasts for revenues and expenses.
Monitors and analyzes monthly financial performance for all supervised program services against budget expectations and makes necessary adjustments in cooperation with the AVPs or Directors, VP, Fiscal and Program Operations/CFO, and the President/CEO.

Physical Requirements
Ability to move independently or with reasonable accommodation within the facility and community.

Overtime and evenings required as needed to meet deadlines.
Travel to national meetings and within the territory of ESGW required.
Regular travel to program locations within ESGW territory.
Background Check
Successful applicant must pass a background and DMV check prior to and during regular employment.
Required Experience
The ideal candidate will be an innovative and inspiring leader with 10 years of experience in administration, history of working with multiple funding sources including Medicare, Medicaid, Human Services, and grants. The position requires a Bachelor's Degree in Human Services or a related field. A Master's Degree in a related field is preferred. Three years of executive leadership experience is also preferred.
The following are additional requirements for the position:
Experience managing long-distance staff and programs over a large geographic region.
Proven track record of successful program development, budget development, and oversight.
Communicates effectively both written and orally with other co-workers and persons served.
Maintains positive and effective working relationships with all ESGW staff.
