Summary:
Serve as a Program Manager within the IT Project Management Office driving the Windows XP to Windows 7 Desktop IT Transformation program managing several medium to larger scale End User projects. The IT PMO was formed to function as the independent central coordination team for ensuring that all projects and programs within Technology Department at our client are well managed and that the goals of IT programs / projects are achieved in alignment with expectations.
Our client is currently undertaking a firm-wide upgrade to its Desktop Operating System (Windows 7). The IT Program Manager reports to the IT PMO Delivery Manager and is responsible for the successful set up of the Windows 7 program and its management from initiation to closeout.
As the Program Manager you will be responsible for the entire program ownership, sponsor and oversee the management of the distinct Desktop OS program work-streams or projects, manages intra-/inter-dependencies, risks and issues, and ensures that the program is completed on time, within budget and scope, and to the satisfaction of internal clients to achieve a successful implementation. Following the completion of the Windows 7 program, the program manager may be assigned to other large IT programs.
Responsibilities:
Drive and deliver highly complex Desktop Migration, Transformation, Upgrade and New Technology programs which may impact the entire company and / or technical community; the first program under management will be the Windows 7 Program. You will be responsible for taking the Windows 7 Program from initiation to closeout. This organization as a 2500 user community (7,000 devices), that is rapidly growing with estimates to add another 1000 users over the next 18 months.
Set up the program for success by working with the program sponsor/owner to define the program goals, scope, schedule, team and governance structure, as well as delivery approach (including different program work-streams or sub-projects)
Ability to support creation of program vision and goals and establish a program structure, governance and processes which will support the program successfully through its lifecycle to deliver the vision and goals.
Identify resource needs or resource conflicts to build an excellent program team and manage and evaluate them throughout the program
Define program communication needs and manage communication plan
Plan and coordinate program level events (e.g., kick-off, workshops, off-sites, program level planning sessions).
Review and approve detailed program work-stream or project plans by identifying critical tasks and dependencies in conjunction with work-stream project managers and technical leads and oversee management of the program and its work-streams
Manage the scope, schedule, budget and plan for program throughout its lifecycle
Manage program progress by following the established internal IT PMO program and project management processes for escalations, status reporting, documentation management and governance.
Manage Project Managers, Department Managers and Group Leaders with a strong ability influence and hold matrixed managed teams accountable through these points of contact.
Oversee program budget and financial tracking
Oversee and report on program progress towards achieving the goals through the monitoring and reporting of success criteria and Key Performance Indicators (KPIs) established within the program
Proactively identify, manage and/or mitigate all significant issues and risks within program and escalate to appropriate parties as necessary
Ensure that all project and program changes and decisions are logged and managed
Hold program sponsor/owner and other key stakeholders accountable to the agreed plan and for timely decision making and prioritization
Communicate program status and progress to appropriate program stakeholders including the IT PMO, C-level executives and other stakeholders across the firm depending on impact of the program
Serve as mentor and decision maker for project management resources assigned to the program, ensuring expectations and responsibilities are clearly established and communicated
Create and maintain key program management artifacts in compliance with internal standards and best practices, including: Risks and Issues Logs, Status Reports, Project Plans, Change Control Logs, etc.
Provide program support as agreed upon with program sponsor/owner
Requirements:
Bachelor’s degree in information systems, computer science, engineering, or a related field
Project and / or Program Management certification (e.g., PMI, Prince2) strongly preferred.
Requires 10 years of total related experience in technology
Must have 5-7 years of responsibility for program management with strong leadership and strategic project management skills.
Must have experience driving programs / projects within the Desktop Operating System / Core application transformation, migration, and/or upgrade programs at the enterprise level
Experience managing enterprise infrastructure wide program initiatives composed of multiple work-steams.
Outstanding verbal and written communication skills, including customer / client communication skills
Solid understanding of intersection between technology operations, engineering and project/delivery management
Strong presentation skills, from creation of a PowerPoint document to the actual delivery of the presentation
Strong experience with core Microsoft tools (e.g., PowerPoint, Word, Excel, Project, SharePoint)
Experience building and leading high performance teams comprised of employees and consultants from multiple vendors.
