Under minimal direction, this position has responsibility for strategy, planning and implementation of the enterprise technology architecture to include associated daily operations and implementation of security, quality, and operational policies. Coordinates and drives the technology roadmap and project portfolio strategy which includes data center services, infrastructure, computer systems, security operations, database administration storage, technical support, voice / data communications, and related BECS hardware technologies dependent on enterprise applications . Provides services and consulting to ensure a strategic and value added enterprise architectural foundation is available for all service lines. Acts as a trusted advisor to the CIO and Executive Team to align with business process and maximize the integration of technical strategies with overall Information Technology investments. Builds a strong and reliable foundation upon which to drive technical innovation and deploy new capabilities to support the future success of the organization. Builds and leads high performing teams through direction and execution to continuously improve complex systems architecture.


Performs all assigned duties in compliance with internal SOPs and external regulations. Brings compliance issues to the attention of management.

Assures quality customer service to all customers.

Maintains good attendance and punctuality per the absence policy.

Recruits, motivates and develops high-quality technical management and staff. Provides direction, leadership and coaching to direct reports, including staff development, executing performance reviews, assisting with career planning and establishing performance goals.

Conduct research to remain up-to-date and knowledgeable in regards to industry trends and emerging technologies in anticipation of new business processes and system alterations.

Creatively and independently provide resolution to technical problems in a cost-effective manner.

Establishes the technical infrastructure and architectural vision for BSI, including the strategic planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.

Participates with the IT leadership team in the development of short-term and long-term technical plans to support BSI strategic objectives and business goals. Participates with the IT leadership and executive teams in the development of technical strategies and operating plans to achieve BSI mission.

Reviews and ensures that the technology component of IT strategic plans is on target and aligned with overall IT plans. Actively supports project planning and resource allocation planning to meet business initiatives. Notifies CIO of any delays or exceptions.

Ensures IT disaster recovery and business continuity plans are maintained, along with on-going processes for system availability, capacity planning & management.

Works closely with the CIO, peers, and direct reports to develop capital and operating budgets for the technology portfolio, to manage and control expenditures according to plans and budgets.

In collaboration with the Director, Information Security, ensures that a high level of data security and privacy are maintained. Ensures proper network and infrastructure security levels; recommends mitigation strategies to reduce/eliminate risks.

In collaboration with the IT leadership team, establishes technical standards and procedures aligned with IT Service Management, and ensures adherence to them within the department.

Conducts or participates in contract negotiations and purchasing with technology vendors.

In partnership with the CIO, fosters and maintains specific BSI division relationships in aid of maximizing business value from the technologies and technical services used.

Remains abreast of changes and developments in the industry. Establishes and maintains a network of professional relationships both inside and outside the corporation. Represents the company through participation in national, regional and or local professional organizations.

Performs all other duties, at the discretion of management, as assigned.



Bachelor’s degree required.

Master’s degree preferred.

Proven hands-on experience with LAN/WAN Network configurations, Linux OS, Windows OS, storage and enterprise BECS systems.

Thorough knowledge of current state-of-the-art computer concepts and strategies, including networking (LAN, WAN, WLAN, Voice, and Video), equipment, development strategies and operations required.

Knowledge of the general direction of the Information Technology industry required.

A broad understanding of general business and management practices, computer system design techniques and controls, and computer operations procedures and techniques required.

Knowledge of relational databases and data warehouse technologies required.

Knowledge of ITIL and ITSM required.

Knowledge of a highly-regulated business environment required.

In-depth knowledge of applicable laws and regulations as it relates to IT required.

Licenses/ Certifications



Minimum of 10 years progressively advancing within Information Technology, including at least 5 years’ experience in an Enterprise Architecture role.

Eight years of experience in technology evaluation, selection, and ROI analysis.

Eight years of experience with complex project management and risk assessment and mitigation.

Demonstrated experience with selecting, leveraging, and managing 3rd Party / Outsourced partnerships in order to maximize the value of the technology services portfolio.

Substantial experience in developing disaster recovery and business continuity strategies in conjunction with risk assessment and ROI.

Minimum of 5 years at managing IT infrastructure and operations staff in a large scale, multi-site, and multi business unit’s operation.


Must possess the skills and abilities to successfully perform all assigned duties and responsibilities.

Must be able to maintain confidentiality.

Strong interpersonal, excellent written and verbal communication skills with the ability to present ideas in a business-friendly and user-friendly language.

Demonstrated ability to interpret technology and market trends as a foundation for corporate technology roadmaps relative to business needs.

Demonstrated ability to apply IT knowledge in solving business problems.

Strong management skills with the ability to effectively utilize and develop personnel to execute on their responsibilities.

Self-motivated and directed with strong organizational and prioritization skills.

Ability to work in a team environment and participate as an active member of management. Quality focused and process oriented.

Strong negotiation skills.

Excellent business judgment and knowledge; must maintain confidentiality.
