ABOUT THE POSITION
We are currently seeking a dynamic Senior Vice-President, Federal Division to join our team at our office in Chesapeake, VA.  The Senior Vice President Federal Division is accountable for organizing, directing and integrating federal division contract operations, service delivery, contract compliance, program development and expansion, and client/member relations for assigned program/service centers to achieve all performance, medical management and financial goals.  This leadership role, the Senior Vice President Federal Division serves as the designated operations executive with responsibility for leading assigned program/service center leaders in achieving their contract and performance goals, government business development, and division-wide initiatives in support of ValueOptions®’ product offerings and client programs and federal division product and growth strategies.
Position Responsibilities:
Primary Service Center Leadership
Plans, organizes and coordinates program/service center operations and overall performance and service deliverables supported by national matrix leaders.  Works collaboratively to establish organizational structure, roles and responsibilities, and work processes/procedures to meet all contract requirements and achieve medical and non-medical management and financial targets.
Creates, builds and supports a cultural infrastructure/high performance work environment that aligns with the matrix management model and provides the organizational capacity to achieve all performance standards, contract deliverables and administrative targets.
In conjunction with national functional leaders, oversees the management and effectiveness of site leadership and collaborates on strategic priorities and work plans to support core service center or centralized functions.
Partners with the contract administrator on all interactions with contracting officers within the department of defense, veterans’ affairs and homeland security.  In this role, assumes overall responsibility for contract and program compliance, as well as all contract-related activities/deliverables.  Collaborates with the national compliance office on compliance program protocols.
Builds, develops and nurtures strong and productive relationships with program contracting officers, military advocacy groups, lobbyists, provider coalitions, elected public officials, and other stakeholders.  Actively promotes the service delivery and public health impact of the program to build awareness, presence and value of the program to the federal health system.
Actively supports and participates in federal division sales, development and product planning/go-to-market strategies to support federal division growth and the company’s overall market position as the partner of choice in the federal/military, behavioral health and wellness markets. Promotes program and company capabilities to expand program offerings.
Works with national function leads to develop annual operating/administrative budget, establish annual medical management targets and program priorities to support accreditation goals, program expansion, technology and data reporting systems, etc.
Program/Service Center Executive Leadership
Directs, mentors, and supports assigned program/service center leadership.   Collaborates with division leadership to develop a comprehensive understanding of the terms, challenges, financing, and potential growth opportunities associated with their contracts.  With an understanding of the political and public health environment for each location, works with individual leaders to establish focus, priorities, and strategies to support their overall effectiveness and development.
Manages and coordinates leadership’s participation in the federal division mentoring plan.  Establishes areas and opportunities for personal development, professional engagement and role expansion, and overall knowledge and understanding of company functions and capabilities.
Working with the federal division President, identifies opportunities and capabilities for program expansion, business partnerships, new program/product development and go-to-market strategies within each market or location.  Establishes teams to create action plans and develop/evaluate strategic alternatives and tactical solutions.  
Recruits, orients, develops, and appraises assigned leader’s.  Works with the leadership team to establish annual operating goals and targets for the program/service center, monitors their progress and recommends interventions where necessary.  Supports and coaches leaders in resolving business issues, providing tactical approaches to political, client or organizational challenges, tapping internal resources, or dealing with complex organizational or people issues.
Job Requirements
Education
: Bachelor’s Degree in health care administration, health policy or business management related field.  Master’s Degree preferred.
Licensure
:  N/A
Relevant Work Experience:
   At least eight to ten years of experience in a health care related field, health insurance and/or managed care with increasing levels of leadership and programmatic responsibility.  Experience in integrated care and/or behavioral health and wellness industry is preferred.
Requires exemplary leadership skills in managing complex business operations, preferably in a matrix environment; senior-level experience in managing federal/government contracts; and outstanding collaboration, consensus-building and execution skills centered on service, high-performance and efficiency.   Essential leadership skills include outstanding interpersonal, strategy development, coaching, and written/verbal communications qualities.  Experience in federal finance and contracting, FAR compliance, managed care medical management, behavioral health clinical/quality programs, and business/program development are desirable.
