This is a Program Manager (PM) position for the Department (Dept) of the Navy (DON) Chief Information Officer (CIO) support team. The office provides a wide range of technical, management, and administrative services to communicate, coordinate, integrate and align IT/Cyber initiatives throughout the Dept of Navy as well as the Dept of Defense. The PM and support team will provide oversight and high level support in the areas of: IT Policy, Service Strategy, Budget, Administration, Personnel, Liaison, Knowledge Management (KM), Business Process Reengineering (BPR), Records Management (RM), Information Technology (IT), Cyberspace / Cybersecurity, Privacy, Critical Infrastructure Protection (CIP), Telecommunications (TELCOMMS), Standards, Analysis and other governmental support as required.
Key Role: Provides onsite support as Program Manager, DON CIO Support Team. This position requires the applicant to manage a team of companies in work schedule within profit margins. The PM’s team will consist primarily of subject matter experts and the PM will interface with high level DON uniformed and civilian personnel.
Senior level Experience in OPNAV or DON staff – Needs to be thoroughly understand the Pentagon policy environment
IT background within requirements, acquisition or industry. Needs to understand technology.
PM Skills - Previous skills managing multiple subcontractor personnel
Favorable past performance working with senior leadership demonstrating understanding, excellent personal relations skills, and comfort working with senior leadership.
PMP/DAWIA III or other program management certification required as proof of PM skills
Experience level somewhere at 20-30 years - Military 0-6/GSA-15 or civilian equivalent desired
BS in IT tech related field with 25 years experience
MS IT Tech field with min of 20 years desired
Knowledge of Federal statutory and regulatory compliance requirements (e.g. Clinger-Cohen Act, FISMA, Section 508)
Experience with OMB, Federal CIO Council, DoD CIO Executive Board
ITSM / ITIL knowledge and experience
Training and facilitation experience
Experience with office productivity tools (e.g Microsoft Office products)
Website development experience
Excellent communication skills
Secret with ability to gain Top Secret
