Planned Parenthood of Orange and San Bernardino Counties has a full-time opportunity for a Vice President of Finance. This position will be responsible for the overall planning, development and management of the fiscal needs of the Organization by performing the following duties personally or through subordinate supervisors.
Management of all Organization fiscal operations:
Working with the Leadership Team, Management Team, Board of Directors and other designated staff in the development, administration and management of agency budget and grant-related funding proposals.
Develops, plans, monitors, and analyzes existing and proposed fiscal programs, making recommendations for improvements/new programs.
Manages all accounting functions and systems. Maintains and ensures accuracy of all accounting records.
Analyzes and monitors cash flow needs and supports all treasury related functions while maintaining and managing all relationships with financial organizations including banks, lending institutions and investment related organizations.
Implements appropriate internal controls and mechanisms to help ensure appropriate safeguarding of Agency assets and the proper recording of all financial related transactions.
Coordinates Agency’s annual independent financial audi; and supports any fiscal audits by third party organizations including PPFA accreditation processes.
Develops financial procedures as necessary. Responsible for writing and updating Financial Procedures Manual.
Staffs Finance, Audit and Compliance and Investment committees of the Board; and is available for the Executive Committee and general board meetings as deemed appropriate.
Provides support to long term strategic, operational and financial planning.
Management of all Revenue Cycle, Finance/Administrative Reporting, Risk Management and Compliance:
Prepares financial and regulatory reports required by law, regulations, PPFA, and the Board of Directors. Ensures that financial and statistical reports are accurately compiled and presented on a timely basis.
Oversees all accounting functions and ensures that all accounting operations and reports are carried out following generally accepted accounting principles.
Provides leadership and management of service cost identification and reporting; as well as productivity standards development and reporting.
Provides leadership in all aspects of Revenue Cycle management including intake/registration, charge capture, billing and collections.
Monitoring/overseeing patient accounting, billing and reporting and ensures compliance with regulations of both governmental and private funding sources.
Provides direction for pricing policy and rate setting in compliance with established regulations and rules.
Provides leadership and management of contracting with health plans and managed care organizations including IPA and Medical Groups.
Monitoring and making recommendations on Agency insurance needs.
Directly supervises mid-level management employees in the Finance, Accounting, and Revenue Cycle departments.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

The ideal candidate will have a Master's degree in Accounting or Business Administration with a minimum of 5 years of management level accounting and budgeting experience; and a minimum of three years of leadership experience Healthcare experience required.
