The Chief Engineer (CE) is responsible for leading special projects. The CE will support the Program Manager in directing project team personnel, managing costs, schedules, and performance for all subcontractors, and ensuring contract compliance. The CE’s main duties include providing oversight to all program cost, personnel staffing, and schedule of the program. The CE is responsible and accountable for the technical solution which is conceptualized and defined through coordinated design activities with the subject matter experts. The CE serves as the alternate to the PM in all areas to include customer interactions, operations, analysis, implementation, management, negotiations, contract issues and financials. The CE must lead the MorphoTrust Program team in various functional areas.
Essential Job Functions (includes but is not limited to):
Operating within a position of key project importance, the Chief Engineer will be expected to undertake the following:
Support to the Lead Engineers and Team Leaders across their respective projects.
Structured, regular and effective internal and external communication, providing a key point of contact for customers and staff.
Regular project reporting to key stakeholders of the business.
Liaison with the functional departments regarding the development of the engineers based within their team.
Resource planning for their projects.
Budget and schedule for their tasking in conjunction with the Lead Engineers.
Implements and supports
LEAN
, process, and other company initiatives. Assists in the development of effective business processes and metrics.
Develops Innovation and Cost Effective Engineering Solutions.
Evaluate customer work specifications and develop bids.
Continually review the team structure in order to identify potential areas requiring additional support or opportunities to improve efficiency.
Building/recruiting team.
Note: In addition to the Essential Functions, also performs similar work-related duties as assigned.
Required Skills
Outstanding written and oral communications skills.
Exceptional knowledge of grammar and style.
Strong design sense and organizational skills with an eye for detail.
Team player.
Proficient and knowledgeable in; Software requirements, Software Design, Software Construction and Software Engineering Process.
Ability to work independently in a virtual environment.
Ability to work multiple tasks and prioritize work flow.
Self-motivation and independent thinking to proactively identify issues and establish corrective action plans.
Leadership skills, including the ability to positively influence and motivate team members to accomplish mutual goals and objectives.
Experience Required
Must pass a government clearance requirement, criminal background investigation, credit history check, and drug screen.
Bachelor degree in computer science or computer engineering or similar discipline.
Minimum 6 years’ experience in IT Architecture, Systems Design, Network Engineering.
Strong analytical and problem solving skills.
Military or State program, contract management experience a must.
Experience in proposal and pre-contract negotiations.
Experience with operating budgets and financial planning.
Must be a US Citizen, without dual citizenship.
