**MEMBERS ONLY**SIGN UP NOW***. is recruiting for the position of Chief Administration Officer. This is an exempt position under general direction and supervision of the General Manager. The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
Plans, organizes, controls, manages and evaluates the work of assigned departments, with managers and staff, participates in establishing operational plans and initiatives to meet department goals and objectives; implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results; coordinates and integrates department functions and responsibilities to achieve optimal efficiency and effectiveness; participates in developing and monitoring performance against annual departmental budgets. Plans and evaluates the performance of assigned managers and staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance, takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the Agency’s human resources policies and procedures.
Provides leadership and works with managers and staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the Agency’s mission, strategic goals and core values with other members of the Agency management team.
Participates in the formulation and implementation of strategic plans, goals, and objectives; participates in monitoring and evaluating progress in achieving strategic plan goals and objectives; coordinates key service planning and other department program and policy issues with other departments and/or on an Agency-wide basis.
Through subordinate manager, directs, integrates and evaluates a broad range of human resources programs and activities, including recruitment, staffing, classification, compensation, benefits administration, workers compensation, performance appraisal, training and development, drug and alcohol testing and compliance programs and related functions, consistent with state and federal requirements and sound professional principles and practices; confers with and coordinates the implementation of programs, policies, procedures and practices with Agency departments; provides expert advice to executives, managers and supervisors on a wide range of human resource management issues. Provides internal consulting on a variety of complex, sensitive and confidential organizational and human resources issue; manages, directs and oversees the development of Agency-wide human resources policies and procedures and employee handbooks. Manages, directs and participates in employee and labor relations activities; advises managers and supervisors on employee performance and disciplinary matters; conducts grievance hearings for bargaining-unit employees and makes decisions and disciplinary matters or other appropriate personnel actions; represents the Agency in arbitration hearings advises management on the interpretation and administration of Memoranda of Understanding; consults with bargaining unit representatives on disputes and other matters; serves on the Agency’s management bargaining team.
Through subordinate staff, plans, directs and evaluates the Agency’s marketing, public affairs, community relations and media relations programs, campaigns and activities; directs and oversees implementation and execution of approved marketing, public affairs communications and community outreach goals, objectives, strategies and plans directed to key external stakeholder groups; manages bus shelter and on board advertising; manages contractual relationships with advertising agencies, public relations firms and consultants for development of reports and collateral materials; oversees development of and approves a variety of materials, including brochures, bulletins, promotional materials for major events, newsletters, media materials, press releases and internal communications pieces.
Represents the Agency in interactions and cooperative arrangements with other local governmental agencies and regional entities regarding areas of responsibility; represents SunLine at local, state, regional and national forums, before board and commissions and in public hearings. Oversees the Agencies Planning function. Reviews proposed legislation and regulatory changes for impacts on Agency operations and funding; prepares position papers to protect Agency interests for signature by the General Manager or Board Chair; collaborates with other agencies in seeking changes to legislation or regulation. Develops or oversees the development of portions of the National Transit Database report, Title VI, ADA Plan updates, and other required reports and studies.
Graduation from a recognized four-year college or university with a major in urban planning, public administration, business administration or a closely related field; and ten years of progressively responsible planning, administration, or human resources duties, and a least five years of which were at a management or supervisory level; or an equivalent combination or training and experience. An advanced degree in Planning, Human Resources or Public Administration is desired but not required. Experience with a public transportation agency is preferred.
